Many Germans and other Europeans believe that the United States will ask their allies to contribute more to Iraq and Afghanistan, as I have explained in German Reactions to the US Midterm Elections.
Europeans find it harder to say "No!" to the new Congress controlled by the Democrats than to the Bush administration.
Germany's Federal President has said about Iraq:
The war has led to a disaster, but we can't sit back and say it's a problem for the Americans. That would be dumb, short-sighted and arrogant. (...) We cannot allow the region to slide into chaos. We have a direct, existential interest in preventing this. (...) Ducking away and just watching is a worse alternative.
Most German politicians, however, are reluctant to contribute more due to the security situation. A government spokesman said that Germany could expand its program of training Iraqi border guards.
On the one hand, we don't feel that we have to help you in Iraq because we have been against this war, which was a war of choice rather than necessity. I think most Germans believe that Americans are responsible for the mess they got themselves into. On the other hand, Germany and other European nations have often created an even bigger "mess," for example the two world wars, which Germany was stupid enough to start. America rescued Europe in both world wars. America also helped in the Balkan wars in the 90s, when Europeans failed to deal with them. Thus, we now have an obligation to help America get out of the mess it created in Iraq.
Though, I don't know what exactly Germany or Europe could do in Iraq. We have to do more in Afghanistan, which was an intervention "on the cheap." Again, it is mainly the responsibility of the Bush administration, which pull resources from Afghanistan and to Iraq in 2003. Germany, however, is now responsible for North Afghanistan and for the training of the Afghan police for the entire country, but is doing a poor job. Thus, Germany should increase its efforts in Afghanistan.
What else could Germany do? What do you expect from Germany? Especially regarding Iraq.
Germany is already part of the UNIFIL mission and patrols the Lebanese coast to prevent arms smuggling to Hezbollah. Germany is also involved in providing stability in Congo after the recent elections. We also have thousands of troops stationed in Kovoso and Bosnia in addition to the 3000 German troops in North Afghanistan. Thus Germany can't send additional troops to Iraq.
